High lake levels affect on shipping?

I have read that Ontario and Erie are at the highest levels in decades causing all sorts of trouble for lake shore owners.
From what I read if more water is let out of Ontario it will cause shipping problems down stream.

Can anyone provide information on how this is all affecting shipping?
