Their refusal to broadcast AIS and their purposely diminished radar signatures (as in "stealth" construction/coatings) didn't give their merchant shipping "opponents" a reliable chance to be able to say "oh-oh, there's a US Navy ship, they probably aren't paying attention and may not abide by navigation rules, so we better give them some extra room and take additional care to avoid contact."
