Hot water. I have never heard of using steam for deicing, in my experience on Steamers we also used hot water.
In the 9 yrs. I sailed for USS/GLF we always used hot water.

A diesel boat has a "donkey" boiler, a smaller boiler than on a steamer, to make hot water for de-icing and other functions.
