According to a quick look through the finding aids for the National Archives, the logs for White Shoal Light from 1970-73 are at the National Archives regional location in Chicago:

Don't know if that's the time period you're looking for, but NARA should be the first place to look as it typically receives those types of records. The finding aids are online:

Another place you could double-check would be the US Coast Guard Historian's Office in Washington DC.

I'm sure one of the Great Lakes Lightkeeper's Association people will chime in with some ideas, too.
