I have been told "fines" are chips, dust, broken pellets that don't meet spec. Not the same thing as mill scale.

Mill scalle and ore fines are actually two different materials. Ore fines are the small bits and dust that come from ore pellets due to breakage and handling. Millscale is the oxide that forms on steel when it is hot rolled. The most common way to remove mill scale from hot rolled steel is by pickling (rinsing in an acidic solution). Mill scale and ore fines are two of many materials used as feedstock in a sinter plant to create an iron bearing product suitable for use in a blast furnace.
