Nels J was out working earlier today escorting American Mariner into the shiploader berth north of Dock 2. There is no "harbor authority" at Two Harbors - just the owner of the iron ore pellet facility: CN Railroad. Why would VanEnkevort send a bill anywhere? The Joyce broke ice for her own barge and possibly saved money in the process, since this probably meant that she didn't have to hire Nels J for icebreaking services.

How do the tugs prevent ice from interfering with hooking back up to the barge?

The Joyce L detached from the GLT around 1pm Eastern. She then went in between the two docks to do her own ice breaking. Is the Nels.j stuck again?

Will the owners of the Joyce L / GLT send a bill to the harbor authorities for breaking up the ice?
