CN and before that DM&IR both seem(ed) to prefer running significantly more annual iron ore pellet tonnage through the Two Harbors dock than the Duluth dock. Over the past few decades the Duluth dock has loaded roughly 4 - 7.5 million metric tons of iron ore pellets per season, while Two Harbors has loaded 12 - 17 million metric tons of iron ore pellets per season.
The only time in recent memory that this pattern flipped was in 1995, when DM&IR closed the rail line between the Iron Range and Two Harbors for maintenance for a considerable part of the year, during which period all iron ore pellet flow from DM&IR's customers was diverted through the Duluth dock.
