Based on AIS data, it appears that the buoy tender Hollyhock has been working buoys and aids to navigation for the past couple of days in the US portion of the Seaway. Working out of Massena, NY. I'm curious why the Seaway Authority isn't doing this work themselves? I realize they were having issues with their new tug Seaway Guardian in December, but isn't the Robinson Bay still operational?
