CN owns Great Lakes Fleet, and therefore the ships, but CN does not own Key Lakes, which manages and operates the ships. Key Lakes is part of Keystone Shipping.

I highly doubt CN would sell the rail lines and docks to anyone. The fleet could be a possibility. Keystone made a decent offer for the fleet a few yrs ago but CN wanted more than offered

The key question will be if the combined USS/Nippon Steel with a US golden share is considered a US company.

Who knows how that will be interpreted.

Far more likely the private equity that owns Rand will be the buyer. They own Wabco, the largest operator of short line railroads in the country.

Nippon Steel is now the wallet for US Steel's resurgence. Canadian National purchased the Great Lakes Fleet when they purchased the railroad lines and docks from US Steel and that fleet is managed or owned by Key Lakes? Will Nippon Buy the docks and rail lines and the fleets in a power grab?
