Story I heard is that they didn't have any boats ready for this season when the locks opened last March and companies were really unhappy so they're laying their boats up elsewhere unless they have to come in for specific repairs or inspections. The locks opened a few days early but some of the ships didn't move out until weeks later looking back at the last year's layup list
