the anchor damaged to line 5 oil pipe line, The pipe line is not well protected.

Are anchors rigged to be dropped quickly in confined waterways in the event of an emergency? If so, could mechanical failure have caused the accidental drop? Aside, wasn't there a situation a few years ago when one the tug/barge units snagged a cable in the Straits of Mackinac in which the barge had been dragging its anchor for some prolonged period of time? How did that happen without anyone noticing it?
