Most people don't bother putting them on stand-by, the captain doesn't really look at the radar while locking (or rivering, if we're being honest).

I noticed on the Soo Locks cam feed on Youtube that some ships pass through the locks with their radars turning. Are they actually radiating while passing? It seems that they would not be radiating while in close proximity and within a clear line of sight to lock workers and visitors, especially for prolonged periods as it takes to lock through.
