I don't know why she's docked at Brevort, but perhaps it's due to an adjustment or some other technical issue that needs to be rectified. It's not unusual for a newly built ship to have some teething issues. When the Canadian Century entered service in 1967, she had a lot of issues with the cargo reclaiming machine in the cargo hold that entailed a substantial modification to it.
