According to the vessel passage page it is there for repairs.

Happy Holidays! Anyone have any information on the Onego Duero that is at anchor up in Goulais Bay? They have been there for over a week. Weather does not appear to be the reason as several boats have sat and departed. GB is a very remote anchorage. Any info would be great to learn. Thanks!
