Marine Traffic DOES show those anchorages, you just have to turn on the port info toggle & zoom your screen in until you see the little anchor icon & click on it. The one you're asking about is called the "Kingsville Anchorage".

It seems like a proper fire watch would seriously reduce these types of incidents. If someone was purposely roaming the ship while work is on going, watching the sparks of a welder or a torch being used, keeping an eye on flammable materials nearby, & checking everything after the work is done, ...

Lackawanna's ore dock had a hopper/conveyor system for self-unloaders & it was right on the wall so the short shuttle boom boats could unload into it. It moved on tracks & could be adjusted to fit the ship's arrangements.
