Yes, those massive rails are the "Delivery Void Strengtheners" or deck stiffeners, and will be removed over the winter.

Stans I too saw that falcon quite often when viewing the Milaflores web cam. The big bugger was a novelty in the beginning, but became a nuisance when I was trying to view the action in the lock.
