Not sure if it used the same piling or new ones, but yes, it was built on the footprint of C&NW ore dock No. 6. Here is a portion of a 1910 nautical chart showing the location of the existing 8 chute style docks (6 C&NW, 2 MILW) at that time in Escanaba and North Escanaba.

They applied for (and apparently received) a short-term coastal trading license for the vessel. I don't think that requires a Canadian crew. License applies from "on or about" September 1 through "on or about" October 31, 2023.

Recent editions of the annual Know Your Ships publication have about 4 pages of such information.

In addition Boatnerd's AIS system (and many others) have ETA features that give estimated times of arrival for ships out in the open lakes. It assumes they maintain their current speed.

The vessel was built in the US for Norwegian owners. It spent the first part of its life sailing under Norwegian and Italian flags. Then it suffered a major fire which pretty much gutted the vessel. The tugs Ecosse and Stormont are both in Kingsville and both passed nearby the Cuyahoga on their way to that port. So I suspect that they are there for a tow.
