I believe that the US & Canada share costs and operation for the Seaway and the Welland. Just didn't know if Uncle Sam gets the whole bill for the new Sabin/Davis.

Canada pays for and operates pretty much the entire seaway minus the two American locks.

Only once Canada decided to build the seaway without the USA did the Americans realize it was probably a bad idea to have the entire inland passage to North America controlled by another country, and so finally got onboard with Canada’s insistence to build the seaway.

Now many US boats travel through the Welland in comparison to Canadian boats traveling through the locks ?
Have to admit Canada was persistent on the Seaway being completed.
