GLT is called to push against the St. Clair due to high winds on occasion, which is why the Colorado was in the slip with her.

St. Clair is leaving the 25th. This is GLT moving tugs around.

It could be. Two tugs appear (Marinetraffic app) to be in the same slip as the St. Clair. The underwriters must have received MarAd approval for the St. Clair's dismantling at Port Colborne.
