In the United States any time a vessel enters pilotage waters they are not required to monitor Channel 16, or have the GMDSS system activated (which is not currently on the Great Lakes).

Sarnia Traffic(as does Soo Traffic, Seaway Welland, Seaway Clayton, Seaway Iroquois, Seaway Eisenhower, and Seaway Beauharnois)accepts the Channel 16 radio guard for shipping traffic while they're transiting their areas of responsibility. CC

By law all vessels are required to monitor (maintain a watch) on Channal 16. When a vessel calls another vessel on Ch.16 you then switch to a working channel (Ch.11) or whatever channel is agreed to.

When the ore freighters are in the upper St Clair River they monitor VHF radio channel 11, Sarnia Traffic. Are they required to monitor or do they use any other channels? 13? 16?
