If it was coke if would not be a powder it would actually be in chunks. I would suggest coke breeze, which is a powder used in boilers and such. Its whats left after the coke is sized and sorted.

Federal Welland Cargo?
The Federal Welland arived in Port Colborne mid day today, and started unloading a fine black powder, using it's 3 cranes, and clams that were waiting for it on shore. Does anyone know what this is?
