I haven't seen any recent photos, but i assume you might be referring to the Yokohama fenders: large pneumatic rubber fenders that will be lowered between the barge and a ship when she is bunkering the ship.

What are the 4 black tanks on the 4 corners of this new barge at Bay Ship used for?
