Locomotive Mules at Locks

Having observed locomotive mules at work assisting ships through the locks on the Panama Canal, I was wondering if any such arrangement has been considered for the lock facilities on the Great Lakes/St. Lawrence system? Probably not enough traffic at the Soo Locks to warrant any investment to slightly shorten transit times, but was this ever considered back when there was significantly more ship traffic on the lakes?
