Any license they would have has to meet coast guard approval which most likely means they would have to pass the coast guard exams. Individual states are not in the mix for mariners.. falls under coast guard jurisdiction.

You get a lot of retired engineers in to fill in for guys going on vacation or for open vacancies. If you know anyone looking to work as 1st tell them to call Central Marine Logistics or the AMO hiring hall in Toledo! If you break out the Ryerson you're going to amplify that problem!
I was Director over several hospitals, one of which has high pressure boilers and steam turbines. For awhile we ran into the same problem... finding qualified Stationary Engineers. Then a pipeline opened up... literally! We started hiring from the local refineries. They all hold 2nd or 1st Class Stationary Engineer licenses (Ohio, but each state is different). While they had to get up to speed on the machinery and operation, they knew the basic principles inside and out. We could not match their pay levels, but many were anxious to get into a more typical 40 hour per week job with much lower safety risks.

How do the fleets deal with the different state licensing? Do they accept any license from any state as a starting point?

As mentioned, I don’t believe too she will ever sail again as she would probably first need a 5-year CG Drydocking & Survey done on her first. I would think one of her biggest issues is “lack of a self-unloading boom!” IF she were to ever be converted it would be a huge project and I thought I’ve read and heard here by many that she would need to have her cargo hold reconfigured and that would lower her carrying capacity then at that point. A lot of money and dollars that would need to be put into her and invested in her. Would I like to see her return to service then someday at that point? Sure and absolutely as who wouldn’t want to see this classic ship and real beauty of a laker return to service someday. However, the truth and facts are I think that in today’s market there just isn’t a place for her at this time. The same can be said and hold true for the Sherwin as well along with the Anderson and the Clarke. I love the old classic lakers but, times have changed and still continue yet today along with the economics and the industry in general as a whole. At least we will always remember and cherish the memories of the “Good ‘Ole Days then!”
