I believe this was the Philadelphia and Reading Coal and Iron Company dock. See figure 22 in the following link:

No idea about the original name. Was built to store and transship anthracite coal, which unlike most other kinds of coal needs to be protected from weather/moisture. The oddly-shaped roof line accommodated two bridge cranes whose waterside booms extended out through the openings on the north face of the building to unload a ship. The cranes' clamshell buckets then squeezed in through the openings and traveled back along the length of the cranes to drop the coal onto an indoor stockpile.

What was the historic name? I can't find any references to what it was built as, or when, after spending several hours googling. Thank you for the info.

I believe the building is still used to store grain as a part of the Gavilon / Peavey facility.

The building was origionally a hard coal storage facility. It was used for storage of grain products starting in the 70's and general storage after that.
