I believe you are looking at the swing arms for the landing chairs used when docking. These swing out and lower crewmen to the dock to help tie up.

I was looking at the bow photo of the Edgar B. Speer towing the Roger Blough. On the bow of Edgar B. Speer there are what appear to be swing arms, one on either side, directed inward in this photo. What are these?
