Accessible Winter Layup Locations

For most of us living along the Great Lakes, we are close to at least one, if not many, port locations. What is even more beneficial is being close to a port on the other side of the international border.
What ports allow a greater amount of access to photograph vessels in winter layup? I live in Erie, where a majority of the mooring space is within direct view of a public access area. I would appreciate any advice and suggestions, especially in and around Lake Erie, but I'd love a comprehensive list!
