Seaway size ships in Mac Lock

A few days ago, after the weather cleared, ships remained at anchor for hours waiting their turn at the Poe lock. Most of these ships were seaway size. the Mac lock is the same size as the Seaway locks. I know the Army Corps policy is the limiting factor here, not the size of the lock. Has the Army Corp ever publicly defended this policy? What are their reasons for the size limitations?. The conspiracy theories about their reasons are becoming more well known than the Army Corps reasons.
