Headed to Fraser for winter lay-up

When a ship spends the winter at Fraser, does it usually mean there are mechanical issues to be resolved? I see Lee A Tregurtha has that as her destination (after delivering Sandusky coal to the Soo). She got her scrubber system within the past year, but previous to that spent many winters at Nicholson's, in Detroit.
