Not sure where you are getting info. The federal government has tabled return to work legislation but it has not passsed yet. It must be debated and passed by the House of Commons and Senate. If it passes, it will not take effect until proclaimed into law by royal assent. The whole process will likely take a week. Even then the employers and workers will be bound by the terms of the old collective agreement.
No one has been "ordered" back to work.

they have been ordered back to work however the next move could be "work to rule" actually just as effective as a general strike and still "legal"
