yes all vessels, including passenger vessels, lock through in the order they arrive and per canal regulations and why does it matter what flag they are?

do these foreign flag cruise ships have to wait their turn, ie the welland canal? i wouldnt be too happy if i was a lakeboat skipper if they get priority!
