Many ships are 199.99 metres long as port fees, registry costs, pilotage, and many others assess fees based on the length overall of the ship. 200 metres and up moves up to a higher fee schedule.

I have noticed most of these are build to seaway max width but just under 200 meters in length.
What is the reason for this? Are there other locks in the world that are a max of 200 meters? Or are they shorter relative to there width in order to handle open ocean weather?
TIA
