Merc coal dock

The merc coal dock is set to close next month, there is only a small amount of coal in a pile left there. The mayor of superior had mentioned a few months ago that they would like to utilize that facility for something else. Why couldn’t they stockpile ore there and load the ships with the equipment that’s already there? I know that there is already the bnsf dock in superior but I think it would help eliminate the backlog of ships that always occurs at certain times of the year. It would create jobs as well.
