Simplest answer is that tugs depending on liength and breadth and speed will either ride the seas or take white water over decks.
But truly it is more complex and detail dependent on both tug, water, and wind…. As I wrote; size of hull, lines of hull, ballast aboard, speed of tug. Tugs heading versus predominant wind direction, versus direction seas are running.
Period of sea swells or wave crests. There are a lot of multiple basic factors. These all play together iand can change in instants on the open water in live situations

You see pictures of the boats with water coming up on the deck. That's a big wave. With tugs being low in the water how do they deal with a moderate or bigger waves ?
