Looks like a windlass up on the fantail, with the chain running through the white hawsepipe below. Hope this helps.

Can anyone tell me if the Detroit Edison had its stern windlass on the fantail like I believe the Saginaw does, or down below on the spar deck? Does anyone possibly have a photo to share of the Edison's after end which might have a view of the windlass? Thanks!
