Just a wild guess. Thanks to MN laws preventing pumping water (not including ballast water) into the harbor. She might have gone out into WI waters in order to pump out the tunnel. Limestone colored water is non-polluting just a little milky.

Most likely a change of plans. She was anchored (or drifting) outside of Superior for a while, perhaps waiting for new orders. She may have originally planned on loading at BN5 in Superior, but got diverted to CN in Duluth.
